THE PROSPECTS OF SMALL ENTREPRENEURSHIP DEVELOPMENT IN THE PENZA REGION

Background. Modern economic development of the countries is impossible without small business which performs various functions. However in economy of Russia and its certain regions including the Penza region, small business hasn't turned into the leading economic subject. Therefore the questions connected with identification of factors which contribute are relevant for the economic theory and practice and interfere with the development of small business. The work purpose – to analyse factors of development of small business in the Penza region and to reveal on the basis of it the main perspective spheres of his activity.
Materials and methods. The goal was achieved on the basis of an analysis of statistical data on the development of small business in Russia and the Penza region, theoretical studies of the works of Russian and foreign economists. Methodological basis of the research are methods of comparative-historical, institutionalevolutionary, statistical analysis, which allow to reveal the tendencies of development of small business.
Results. In article the place of small business in structure of economy of the Penza region and branch in which these subjects come to the forefront comes to light. On the basis of it, the main factors constraining development of small business entities are allocated and measures for the solution of these problems are proposed. The analysis of state policy on support and development of small business in the Penza region, the negative factors of development promoting overcoming is carried out.
Conclusions. The conducted research allows to reveal the main directions of development of small business in the Penza region which promote increase in efficiency of her economy. In modern conditions to expansion of fields of activity of small
business it is possible on the basis of implementation of measures for support of small business.
